Lakefront Lot, Checklist in Hand: 7 Things to Verify Before You Build
By Jennifer Krosch
A vacant lakefront lot looks simple: grass, water, sky. But the land prep, utility, and approval details are where the real work happens. For 3000 Bright Shores Pl, the lot at the heart of this site, most of the answers are already in the listing packet. Here is the checklist Jennifer walks first-time land buyers through, and what is already known for this parcel.
1. Water, septic, and power
Confirm how the home will get water and dispose of waste. This lot carries a Rural Water Membership, so the water line question is largely settled, but you will want to confirm connection fees with the rural water district. There is no sewer on the parcel, so a private septic system will need county approval. There is no natural gas line on the lot; plan for propane or electric.
2. Zoning and what you may build
The lot is zoned Agricultural (AG) with architectural guidelines, and one-building eligibility is conveyed with purchase. "One building" is the key phrase: confirm the size, type, and placement rules for that building and any sheds or outbuildings with Turner County Planning and Zoning before you commit to a floor plan.
3. Flood plain status
The listing records show this lot is not in a flood plain, which is a meaningful convenience for a shoreline property. A quick check of current FEMA flood maps for the parcel will confirm, and it matters for both building requirements and insurance.
4. Shoreline regulations
This lot has 200 feet of shoreline on the west side of Swan Lake. South Dakota Game, Fish and Parks applies motor and boating restrictions on parts of Swan Lake, and lake rules can change, so review current regulations and any association guidelines before you plan a dock or boat lift.
5. Access and road maintenance
The lot fronts a gravel road that is privately maintained. The Bright Shores HOA collects $100 per month and covers road maintenance, so access comes with predictable upkeep built into the monthly cost. Ask for the HOA covenants and read them the same way you would any deed restrictions.
6. Survey and parcel records
Know your lines before you dig. This parcel measures 2.5024 acres, or 109,006 square feet, with survey dimensions of 200 x 4030 x 339 x 393. The parcel number is 17100-09753-162-03, and the legal description is Lot 3 in Tract 1 of the Bright Shores Addition. Verify the posted survey markers on site.
7. Budget the full build picture
The land is listed at $300,000. Plan beyond the purchase price: septic design and installation, utility hookups, a driveway, permits and county fees, and the home itself. The lot currently carries $0.00 in taxes as vacant land; an improved home will be reassessed. A good rule is to build the land budget with room to spare.
